When thousands of Poles were breaking through to the Hungarian and Romanian borders in the hope of continuing their fight in exile, the Allies were considering the choice of an appropriate name for the actions undertaken on the western front. The British began by carrying out on the night of the 3rd to 4th September an operation called “Western Air Plan 14”; ten planes dropped thirteen tons of leaflets over the Ruhr, warning the Germans of the consequences of war. The action was vigorously continued, and on 1 October the planes with leaflets reached Berlin. Ninety-seven million leaflets were printed during the first month of operation, but fortunately for air crews risking their lives over Germany, the plan was abandoned after the first thirty-one million copies were dropped and the remaining leaflets were spent for milling. This episode was termed “confetti war”.
