Appraising Green Infrastructure Procurement in the 21st Century Nigerian Built Environment Industry: Stakeholders’ Perspective

Purpose: Procurement is critical to the infrastructure project lifecycle, especially in developing countries like Nigeria. Green procurement may enhance construction project sustainability. Thus, green procurement may be a mechanism to promote sustainable development goals (SDGs) linked with sustainable infrastructure provision via formulating environmental policies and programmes in the tendering process or contractor selection. Research about Nigerian green infrastructure procurement (GIP) in the built environment is scarce. The study appraised the level and perceived encumbrances facing the implementation and recommended feasible measures to promote GIP applications in the Nigerian tendering process. Design/Methodology/Approach: To accomplish the study’s main aim, the researchers employed a qualitative approach via virtual interviews, complemented by reviewed academic literature. The research engaged twenty-six experts by a convenient sampling technique and achieved saturation at the twenty-third participant. The study utilised a thematic approach to analyse the virtual collected data. Findings: Findings reveal that GIP usage is low in the Nigerian built environment industry. Practical Implications: Developing an institutional framework to set standard guidelines for Nigerian GIP, encouraging incentive mechanisms in government procurement to enhance GIP performance, and periodic monitoring of progress achieved to improve GIP were recommended. Originality and value: The research will offer insight into GIP and stir relevant stakeholders, especially government authorities, towards enacting policies and programmes that will improve achieving SGDs via green practices in HEIs.
