摘要

The study carried out proves that communication is political and that the same inequalities operate both in the public sphere and in other social contexts. Therefore, the search for alternatives to overcome problems in public communication must take into account the unequal power relationships between the actors involved and the inseparable relationship between communication problems both with one another and with political disputes. That is why it would be necessary to shift the axis of the debate: it is not a question of more or less communication and more or less silence but of unequal power relationships that operate in the field of communication as well as in the social and political ones. Placing the axis of the discussion and the design of strategies on the question of power and inequity forces us to think of ways to strengthen the weakest as well as controlling abuses by the most powerful. This cannot be achieved solely by means of communication techniques but with communication strategies embedded in and accompanied by more far-reaching public policies.
