The Effectiveness of the Performance Management System in Measuring the Employees’ Performance from the Perception of Public Schools’ Teachers in the United Arab Emirates

Performance management is broadly believed to be an efficient strategy for enhancing outcomes in the public sector. With the concept of globalization being introduced to the field of business and education, it has been of great significance to preserve a competitive benefit and remain flourishing. Thus, organizations need to develop and, simultaneously sustain a solid level of performance. The Performance Management System (PMS) for federal government employees was introduced in 2012, and since then, it has become statutory for all Federal Ministries and Authorities. The current research examines the PMS’s effectiveness in measuring employees’ performance. It also contributes to the literature on PMS as it is significant from a practical and a public perspective. Three theories underpin employees’ PMS in the current study: Vroom’s Expectancy Theory (1964), Locke’s Goal Setting Theory (1968), and Klein’s Control Theory (1989). It is essential to highlight these theories to understand their link and PMS.
