Service Process Simplification in Bangladesh: A Comprehensive Overview

A rigorous system makes it difficult for Bangladeshis to get critical public services, requiring many visits and high expenditures. This hurts individuals, businesses, and the economy. Policy measures streamline governmental services, increase openness, and promote accountability. Since 2009, the government has enthusiastically adopted ICTs to improve governance efficiency and speed up public service delivery. The ICT Division's Aspire to Innovate (a2i) programme, with support from the Cabinet Division and the UNDP, has catalyzed and implemented Bangladesh's digital transformation goals (A2i: Digital Bangladesh: Digital Services for All, 2017). This collaboration aims to create a more agile, citizen-friendly, and cost-effective public service delivery system that overcomes past barriers to socioeconomic advancement. In the pursuit of enhancing the efficacy, efficiency, and user-friendliness of public services through Service Process Simplification (SPS) interventions, a comprehensive review of pertinent literature becomes imperative. To undertake an exploratory assessment of SPS, a telephone survey spanning 15 selected services was executed, involving 592 randomly selected respondents from department-provided user lists. Department heads from 15 universities were interviewed using institutional checklists for Key Informant Interviews (KII). The phone survey used a carefully developed questionnaire based on stakeholder feedback. From the investigation, it is observed that the majority 85.6% of the respondents didn't need to depend on several offices after application. The SPS process has effectively reduced steps, time, costs, and visits across the studied services. Benefits extend beyond efficiency improvements, embracing greater tracking, dynamic service delivery, reduced public discomfort, diminished influence of intermediaries, and improved information management for transparency and accountability. Insufficient manpower, technological competence, hybrid service methods, frequent worker moves, and remote connectivity challenges persist.
