Urban revitalization in Poland

The main objective of the article is to present the evolution of the revitalization system in Poland, from its first outlines, through attempts for systemic regulation and parallel experiences of cities and first scientific evaluations, to the currently functioning model, in which practice makes extensive use of scientific and expert studies and the regulations create a clear framework for regeneration processes. The article uses descriptive methods, in particular the technique of historical analysis. The matrix proposed by the author in 2009 (Jadach-Sepioło, 2009) was also used as a tool for analysing the structure of the revitalization model. It is a matrix, reflecting the main elements of the revitalization policy in a mature model in comparison with the relationships between stakeholders, who should be involved in the revitalization process due to its complex and long-term nature. The matrix analysis of the Polish revitalization model was carried out for two key stages of its development – at the threshold of the creation of a nationwide revitalization system and five years after its implementation. For this purpose, materials from the co-conducted by the author of the evaluation study “Study of the management system and implementation of revitalization processes in Poland” were used. In this context, an additional theme in the article is the cooperation between Poland and Moldova and the transfer of knowledge in the field of revitalization between these countries, which led to the establishment of a revitalization model in Moldova, largely inspired by the Polish one.
