Rules, Actors, and Sociopolitical Environment in Lebanon: The Institutional Analysis Development Approach

This chapter employs the Institutional Analysis Development (IAD) framework to examine the specificities of the Lebanese context in order to address the governance of the Covid-19 crisis of the Lebanese government and Hezbollah. Through the use of the IAD framework for the analysis of policy processes it is possible to evaluate expected governance outcomes in relation to the actual ones, thus obtaining a clearer picture of the situation. In particular, the IAD framework allows for reflection on the Action Arena, which is the place where the action is taking place, by dividing it into its components and analyzing the dynamics of the space and the characteristics of the actors interacting within it. The IAD framework has been employed to analyze the Lebanese policy process during Covid-19, shedding light on the role of sectarianism in shaping the rules in use in the Lebanese community and its influence on the effectiveness of crisis management measures in 2020.
