The European legal and policy framework in the last few years has increasingly focused on ways to empower citizens in taking control over their data. With respect to mobile eGovernment, this can be seen both in data protection law, in legislation concerning once-only information exchanges, and in the current proposals surrounding mobile identity wallets. This chapter will examine how these rules interact, what the legal and ethical implications are, and what the limitations and points of conflict might be. We will also examine how a project like mGov4EU is impacted by these rules and where the project can and has innovated or expanded on the general legal and ethical principles within the confines of the law.
