Development of a “Smart City” Model

摘要

The issue of sustainable development of cities and human settlements is of great importance. Attaining this goal can ensure a balance between the preservation of ecosystems and the development of infrastructure, comfort and well-being of people. Urban development in modern Russia is implemented as a rule by virtue of large urban agglomerations. New cities are almost not being built. The city’s ability to transform to new realities is the key to its competitiveness and economic efficiency. However, this is not enough for the city to be considered “smart”. It is very important for citizens to feel comfortable in the urban environment, that is, it is necessary to create favorable living conditions, attract new resources for the modernization of urban environment, use them competently, and create innovative jobs. The topicality of the research and the degree of its scientific development provide the basis for the definition of the scientific problem as the need to develop a “smart city” model. In the paper, the authors used methods of system, theoretical analysis, an intuitive-logical approach, a graphical method. The analytical approach allowed us to consider ways to develop smart city models, identify barriers and risks that militate against city smart transformation. The essence of the graphical method was the analytical process of studying the evolution of the city and the development of a “smart city” model.
