摘要

This chapter explores the dynamics of the national cybersecurity ecosystem in Italy, emphasizing the multifaceted interactions among diverse actors within a complex organizational structure. The concept of a cybersecurity ecosystem is crucial in understanding the interdependencies and collaborative efforts required to enhance national cybersecurity. The ecosystem comprises various stakeholders from the public, private, and civil sectors, each contributing to the collective goal of securing the nation’s cyber environment. The chapter outlines the strategic objectives set by the government to enhance national resilience against cyber threats. These include fostering internal and international collaborations, promoting multilateral and bilateral agreements, incentivizing private sector initiatives, and supporting educational and research activities in the field of cybersecurity. Analyzing the governance structure is crucial to acquire clear delineation of roles and responsibilities among the actors involved in the ecosystem. The chapter provides an in-depth analysis of the key roles played by governmental agencies, private sector entities, and educational institutions. It discusses the establishment of the National Cybersecurity Agency (ACN) and the implementation of the national cybersecurity strategy as pivotal developments in shaping Italy’s cybersecurity posture. Additionally, the chapter evaluates the maturity of governance structures, the challenges of maintaining a sustainable ecosystem, and the strategic importance of research and development. By examining these elements, the chapter aims to offer insights into the complexities of managing cybersecurity at a national level, the necessity of inclusive and comprehensive strategies, and the ongoing efforts to enhance Italy’s capabilities and resilience in the digital society.
