Social Rights and Recovery Oriented Systems of Care in the United States

RecoveryRecovery Oriented Systems of Care seek to develop of “culture of recovery” that is long-term instead of acute and incorporates the voices of individuals who have experienced substance use disordersSubstance Use Disorders. However, there has been insufficient research on the reach of the RecoveryRecovery Oriented Systems of Care models at the state level. We reviewed federal fundingFunding and state plans from 2008 through 2020 to determine the implementation of Recovery Oriented Systems of CareRecovery Oriented Systems of Care. Half of states received fundingFunding to establish recoveryRecovery-oriented systems of care programs, but many more states (75%) incorporated Recovery Oriented Systems strategies, elements, and concepts into their existing behavioral healthBehavioral health programs. A total of 10 states engage community members and stakeholdersStakeholders at the statewide level to establish and ensure systems are “recoveryRecovery-oriented.” Implications for practice, programs, and policy are discussed.
