Corruption in Local Governments in Chile, Investigating Its Conceptualization and the Experience of Inequality

   Municipalities in Chile are key public institutions for improving the quality of life of the people, so it is important to analyze in this chapter how corruption in low  state contexts it consolidated as an informal organisation  whithin them, which is presented as a valid rule of the game where the actors involved develop their strategies of action and expectations based on this rule, affecting the level of inequality experienced by people in these contexts. Why in Chile can we speak of a consolidated system of corruption in municipalities? The results show that this phenomenom operates throuhg personal networks that seek material or symbolic benefits, it is an informal institution that is organizationally integrated with formal procedures, the municipalities of Chile show low internal and external controls and althouugh progress has been made in terms of transparency and modernization of the State, the levels of compliance are still uneven in the municipalities and there is still no progress in laws to prevent corruption at the local levels.
