Discontinuous Networks of Corruption in Real Estate Developments in a Mexican Municipality

摘要

This chapter analyzes the approval of a permit for real estate development in a Mexican municipality, without the existence of the construction project including all public services; specifically, the lack of connection of the drainage to the municipal network, which is mandatory in accordance with the corresponding regulations. It is presumed that the permit could only be granted illegally thanks to some consideration granted to the authorities in charge of this process. The event occurred in a semi-urban Mexican municipality with a low population density, close to large cities, located in an area with high ecotourism potential. These conditions have made it an attractive area for the real estate development of new subdivisions with medium to high prices. It is a municipality that has been governed by municipal presidents from three different parties in the last decade.
