A Multi-modal Approach Towards Public Alerting and Effective Communication in Disaster Scenarios: Implementation in the Indian Context

Effective communication backed by efficient ICT systems can support in enhancing resilience for disaster risk reduction. At the time of disasters, government agencies, first responders, as well as the general public, all require timely access to entrusted, understandable, relevant, and actionable information. The necessity of an efficient public alerting system has been advocated at various international forums from time to time. The study offers a multi-modal strategy that involves multi-stakeholders to bridge communication gaps; is multi-phased to be used in all phases of disaster management; targets multi-hazards; uses multi-technology including telecom, satellite, mobile, internet, and broadcasting technologies; supports multi-linguality to disseminate alerts in local regional languages; and offers targeted information in multi-media format for all citizens. The paper presents the information regarding the alerting system implementation carried out in India, specifying the detailed methodology, use case scenarios, actual platform usage and its impact in various disaster situations.
