This chapter explores the most relevant thematic and methodological aspects of absolute poverty measurement in greater detail. The cross-cutting character of certain modelling components calls for stand-alone discussions aimed at reviewing and evaluating existing practices and solutions in the context of EU-wide measurement. The chapter specifically focusses on five key areas that are central to the all ABSPO modelling approaches: food reference baskets, pricing strategy, equivalence scales, the definition of the welfare indicator, and the quality and comparability of household survey data.

摘要

This chapter explores the most relevant thematic and methodological aspects of absolute poverty measurement in greater detail. The cross-cutting character of certain modelling components calls for stand-alone discussions aimed at reviewing and evaluating existing practices and solutions in the context of EU-wide measurement. The chapter specifically focusses on five key areas that are central to the all ABSPO modelling approaches: food reference baskets, pricing strategy, equivalence scales, the definition of the welfare indicator, and the quality and comparability of household survey data.
