This chapter presents the common conceptual, methodological and data-related elements of the proposed ABSPO approach to absolute poverty measurement in the EU. This approach, developed by researchers at the European Commission’s Joint Research Centre, represents the first pragmatic attempt to calculate consistent absolute poverty measures for EU-wide use. The chapter provides a systematic discussion of theoretical considerations, methodological options and potential data-driven solutions in order to substantiate the particular measurement choices made for ABSPO implementation.
