The present chapter considers the relevant concepts and practices for absolute poverty measurement in the European context. It addresses the main theoretical considerations and cross-cutting issues surrounding poverty measurement and outlines the particular system of EU indicators that are currently in use for such purposes. The second part of the chapter assesses how a new absolute poverty indicator may bring added value, and it provides a detailed review of existing methods and best practices of absolute poverty measurement at national and international levels. The discussion offers key insights into addressing the practical challenges of designing and implementing an EU-wide absolute poverty measurement initiative.
