Institute of Cybernetics

As already mentioned, the Institute of Cybernetics (IoC) was launched in 1960 as one of the research institutes of the Estonian Academy of Sciences. The structure of Academies in the Soviet Union was similar to the German tradition and besides Fellows, Academies had research institutes. The official policy was to support research in academic institutes and education in universities. Typically of autocratic regimes, such a situation created many constraints and tensions.
