Evaluation of Green and Low Carbon Level of Human Settlement Environment Construction Plan in Chongqing East Railway Station

Chongqing East Railway Station is the largest newly-built comprehensive transportation hub integrating the "three railways" in Chongqing Municipality, which is of great significance in promoting the city's green development and realizing the carbon emission reduction goal. However, there needs to be an indicator system and evaluation standard for the green and low-carbon construction level of Chongqing East Railway Station, otherwise, it is impossible to measure the low-carbon level and construction progress of Chongqing East Railway Station. First, this paper sets the standard values of each indicator system according to the relevant standards issued by the National Development and Reform Commission, the Ministry of Housing and Urban–Rural Development of the People's Republic of China, the Chinese Academy of Sciences, and other organizations. Then, a set of indicator systems for evaluating Chongqing East Railway Station's green and low-carbon development level is constructed from four significant aspects, including 12 indicators such as street orientation and green space rate. AHP (Analytic Hierarchy Process) determined the weight of each indicator, and the development level of the green low-carbon city in Chongqing East Station was finally calculated. The results show that the overall levels of street environment, public space, water ecology, and green vegetation are good (4), good (4), good (4), and medium (3), respectively. It can be seen that the East Station area meets the requirements of green and low-carbon.
