Implementing Loosening Strategies

When the abandonment of the lockdown was being discussed (see Chap. 7 , Sect. 3 for a description and analysis of the process), the emergency managers had to face a last but no less arduous urgency: implementing loosening strategies that would have allowed Italians to move towards a new normalcy, although one that would still be characterised by various restrictions but with a regained freedom of movement.
