Chapter 2 established that there was a practice of reciprocity through reprisals and maltreatment undertaken by belligerents against prisoners of war during the First World War, which led to reprisals being prohibited in the newly developed 1929 Geneva Convention Relative to the Treatment of Prisoners of War.
