From the moment the first combatants were captured by enemy forces, prisoners of war became a significant military and political issue. International rules, including the new and untested 1929 Geneva Convention Relative to the Treatment of Prisoners of War and the previously implemented 1907 Laws and Customs of War on Land (Hague IV), were in place at the beginning of the war.
