Combining Police and Security Patrols with Welfare Services

PolicePolice patrols are often put forward as an essential form of guardianship in public places. The ideal contemporary model that is often advocated involves officers on foot, in locations where crime and disorderDisorder are concentrated, linked to a CCTV system. This chapter reviews the evidence in this area, emphasising the importance of community consultation and tailor-made applications, along with the potential value of policePolice and security patrols with a strong welfareWelfare role—including a co-responding role with specialist personnel to address issues of mental illness, drug dependence and homelessnessHomelessness. Examples of diverse types of patrol-based programs reviewed in the chapter include the Newcastle upon Tyne City Centre Partnership Security Initiative, Indigenous Night Patrols, Cairns Street ChaplainsCairns street chaplains and the Adachi Ward Beautiful Windows Movement in Tokyo.
