Practices of Neutralization

摘要

This chapter includes policy recommendations labeled as practices of neutralization, which are intended to preserve liberalism under the challenging conditions of the reification of liberalism in transnational digital networks. These practices are contrasted with globalist neoliberalism, Schmittian ordoliberalism, and traditional conceptions of state neutrality (Sect. 9.1). The chapter proposes the following: Policy pathway A: Enforce interoperability, portability, and right to repair (Sect. 9.2); Policy pathway B: Diversify the public supplier base (Sect. 9.3); Policy pathway C: Libertarian paternalism against private government (Sect. 9.4); Policy pathway D: Stabilize local imaginaries for democratic decision making (Sect. 9.5); Policy pathway E: Counteract the hyper-securitization of the digital public sphere (Sect. 9.6); Policy pathway F: Cultural, technological, and regulatory diversity for AI systems (Sect. 9.7); Policy pathway G: Measures against algorithmic discrimination (Sect. 9.8); Policy pathway H: Guarantee external and internal state neutrality (Sect. 9.9); Policy pathway I: Monetary neutrality against cryptocurrency (Sect. 9.10).
