Community-Based Disaster Risk Management

In this chapter, I introduce the preliminary study of the flood characteristics and community assets and discuss community risk perception for periodic flooding, duration of flood, flood depth, and flood distribution (river buffer), as well as community risk perception of how their assets of resilience were impacted by flood disaster and how they coped with it. The central idea of the analysis of flood disasters is periodic flooding, which highlights the essence of building community resilience for flood disaster and is therefore important to be studied and presented in this section. Periodic flooding in Malaka-Timor, Indonesia, occurred once every twenty years in 1939, 1959, 1979 and 1999, and then twice a year in 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, and 2015.
