Technical Aid Corps (TAC)

This chapter is a critical assessment of the possibilities and limits of the Technical Aid Corps (TAC), a volunteer program, related to the application of human rights in Nigeria’s external relations in the age of General Buhari and his successors. It integrates the perspective of the program as the fourth of five methods in the proposal for a human-right policy for Nigeria, taking advantage of the inestimable opportunity presented by the reduced influence of the military in Nigerian politics, signified by the departure of General Buhari after two unimpressive terms in office as President until May 2023. Several salient issues bearing on the topic that the discussion explores are: the nuts and bolts of the TAC, its history and evolution as a tool of Nigerian foreign policy, as well as its possibilities and limits with respect to application of human rights in Nigeria’s external relations. Two interconnected findings from the discussion are that the TAC is both insufficiently funded and, largely for this reason, insufficiently bilateral in its operation.
