The IRB, Institutional Review Board, has an obligation to evaluate scientific merit and compliance with federal regulations and research ethics. The previous Common Rule (in place for almost 30 years) had considered pregnant women a vulnerable population for almost all human subjects research (HSR). The 2019 revision removed most special protections for pregnant women to encourage their inclusion in research. Protections for prisoners, refugees, and children remain.
