Sustainable Urban Mobility Plan from European Rules to Single Country Implementation: The Study Case of Italy

摘要

Urban sustainability development is one of the main challenges at global level. Among these challenges, mobility is one of the most important. The paper focuses on the Sustainable Urban Mobility Plan (SUMP), as a key step of the integrated transport planning process for facing current and future mobility challenges. The objective of the paper is to analyze the advancement of the SUMP’s concept, from rules definition at European level to implementation in a member country. The paper leaves from the European rules and analyzes the main results of a survey about the SUMP’s implementation in Italy. A set of indicators is proposed for comparing SUMPs of Italian metropolitan cities. The paper’s results show the level of SUMP adoption in Italy and the distance from the final targets. The paper constitutes a first attempt to measure the progress of the SUMP from its adoption to real implementations. The paper results are of interest for researchers, technicians, and public decision-makers for individuating and eliminating lacks and limits that slow the SUMP implementation in European countries.
