Steps of Scoring Discussions by School Inspection Teams

This chapter examines how school inspection teams discursively negotiate scores in joint scoring sessions. A path model of scoring negotiations is developed, illustrating the typical sequence from initiation to acceptance to confirmation of scores. Inspectors employ various strategies to advocate for their preferred scores when disagreements arise, including criticising unrealistic criteria, relativising performance expectations, and selectively connecting evidence to criteria. The analysis shows that arriving at joint scores is not a mechanical process of applying fixed rules, but rather involves active discursive work by inspectors to establish what constitutes normal performance and justify divergences from the norm. Scoring discussions are shaped by tensions between following standardised procedures and exercising professional discretion to account for school-specific contexts.
