The Official Procedures of External School Evaluation

This chapter examines the official procedures and frameworks that guide the scoring work of school inspectors in the German federal states of Lower Saxony and Thuringia. A comparative analysis of legislation, quality frameworks, inspection criteria, and approaches to lesson observations reveals significant differences in the regulatory density and intensity between the two inspection systems. Lower Saxony provides more detailed specifications compared to Thuringia’s inspection system. However, despite some procedural detail, the actual scoring process—how inspectors ought to analyse data and arrive at scores signifying school quality—remains largely unaddressed in the official documents of both states. This leaves significant discretionary space for inspection teams to enact scoring based on their situated practices and professional vision. The chapter argues that scoring work is best understood as a partially bounded discretionary practice, given the limits of official guidelines in fully determining scoring decisions in practice.
