Landscape Planning Strategies Within the Scope of Development Plans and Implementation Problems: The Case of Türkiye

Development plans are the plans that have been prepared by the government since 1963, aiming at development in issues such as economy, health, education, transportation, social security, justice, and determining the policy to be implemented in the public sector. With the 1961 Constitution, it was decreed that the Development Plans be prepared and the economic, social and cultural development be carried out according to this plan. The main purpose of this study is to investigate the planning and implementation problems of the prepared plans, which is one of the biggest problems of developing countries. In this context, the realization status of the landscape planning issues discussed in the plan process covering the years 1963–2023 were examined. Current urbanization problems, climate change, natural disasters and man-made disasters experienced especially within the scope of blue-green infrastructure in recent years have been researched and the decisions taken for disasters have been examined. Also, they were compared with plan decisions and the implementation of these plans. The research has been tried to be determined by a qualitative analysis made within the scope of development plans and current urban problems. As a result of the evaluations, it has been determined that the strategies for landscape planning are reflected in the development plans in parallel with the changing agendas in the world and Türkiye. It has been determined that there are problems in the detailed handling of the landscape planning strategies determined in the development plans in the sub-plans and especially in the implementation of these decisions. It will be possible to create resilient cities to climate change and disasters, with the correct implementation of planning decisions at the right time.
