Towards Quantum Governance of a Dream Society

If anyone has managed to stick with me this far, this chapter may well be when you finally decide to jump ship, declaring that I am an incompetent lunatic. I herein propose a sketch of a governance design for a global polity that is based on principles of quantum physics as I (and some others) understand it in relation to social institutions and human behavior especially in a dream society. My design fragment relies on work that a group of us began in the 1980s, let lie dormant—though nagging at our consciousnesses—for a while, and have picked up again, inspired by other work being done in the field. Nonetheless my sketch is rudimentary, incomplete, and utterly ridiculous when compared to what most people (the few thinking about governance design at all) entertain (as in Chap. 10 for example). Moreover, I feel certain that any “real” quantum physicist would totally reject what I here propose as being childishly wrong and pretentious. If so I challenge them to do better. I would love it. But we can no longer tolerate governance based on cosmologies and technologies hundreds of years old that are wholly ignorant of those that have emerged subsequently based on quantum physics and biology.
