Discussing the Feasibility of Community Grids Management (CGM) Concept in Enhancing Neighborhood Resilience During a Crisis: Lessons Learnt from the COVID-19 Pandemic

摘要

The emergence of the COVID-19 pandemic as a novel multi-aspect disaster was a huge test for human settlements management to understand community management preparedness and community resilience toward upcoming disasters. The performance of the latest initiatives in community management toward the pandemic motivated the authors to conduct this study. Community Grids Management (CGM) as a top–down and stability-focused mode of operation has been applied in numerous cities. Regarding the CGM’s capacity to monitor and control social order at different levels, this study seeks to provide an overview of the feasibility and efficiency of the CGM, and how the CGM impacts resident resilience during a crisis or disaster based on lessons learned from the COVID-19 pandemic. To support this argument, this study focuses on community management in the 21st century, presents a comparative review of community resilience, and a critical review of COVID-19’s social consequences. Subsequently, the CGM concept is discussed according to theory and practice, and finally, the relationship of CGM to community resilience is covered. Current research demonstrates that a disaster can reveal both community management and community resilience, but it provides a chance for community management weaknesses and is a valuable opportunity for enhancing community resilience. The study, however, expressed the implications for reconfiguring community management and community resilience at neighborhood levels for future disasters.
