Structural and Financial Changes in the Public Services of Mozambican Broadcasting in the Digital Era

In recent years, the public sector in Mozambique has undergone structural and financial changes in public enterprises with the aim of modernizing management and governance. Initiated in 2001, these reforms seek to make the public administration more efficient, participatory, and focused on achieving positive results in public policies. This study addresses two crucial areas of transformation in the public services of broadcasting: public management of broadcasting services and the financing model. The perspective of the new public management of broadcasting seeks efficiency and the participation of public and independent actors in the formulation and implementation of management policies. In terms of financing, mechanisms are proposed to increase public participation both horizontally, among different actors, and vertically, involving different levels of government. Despite the efforts of public enterprise management reforms by IGEPE, including practices aimed at efficiency and public participation, the adopted model presents structural and functional limitations. This affects efficiency goals, expected results, and participatory processes, highlighting the need to establish horizontal and vertical connections to improve the participation of new actors in solving the problems faced by communities.
