Evaluation Processes in All Aspects of EKDDA’s Open Innovation Project

摘要

In an ever-changing and turbulent environment, public sector organizations are pursuing innovation more intensely than ever. This study explores how a mature public sector organization embraces the Open Innovation paradigm in order to design and realize in practice a government flagship initiative toward the establishment of a modern public administration by investing in new critical skills in the fields of analysis and digital support for public policies and the legislative process, with the ultimate goal of providing up-to-date and optimal public services to citizens. The realization of Open Innovation encompasses three key components, including networks, hybrid task forces, and evaluation processes. Therefore, they should be seen as reliable management mechanisms on which public sector organizations could rely on to master the journey toward Open Innovation schemes.
