Single-objective Group Decision Making Based on Incomplete Hesitant Fuzzy Linguistic Term Sets with Granularity Levels

In order to retain and make more use of the effective evaluation information provided by decision makers, this chapter introduces a method to complete multi-type incomplete HFLPRs based on an optimization model on the basis of the incomplete G-HFLPRs. In the whole process of complement, this method not only considers the initial consistency of the incomplete G-HFLPRs. Moreover, the consistency of preference relation is improved without changing the semantics. Then, we introduce a method to obtain the results of LSGDM by integrating the completed G-HFLPRs. Finally, the method is applied to the evaluation of medical emergency volunteer service ability, and a simulation and comparative experiment is designed.
