This chapter examines the significance of organizational learning, leadership, and governance for the implementation of multi-tiered systems of support (MTSS), response to intervention (RTI), and school-wide positive behavior support (PBIS). In order to achieve this objective, the concepts of MTSS, organizational learning or capacity for managing change, school leadership, and governance are first outlined in a step-by-step manner and then brought together at the conclusion of the discussion. Overall, there are notable similarities between MTSS and organizational learning, which are largely aligned with the findings on effective school leadership. The implementation of MTSS can be enhanced by the presence of well-developed organizational learning capacities. Conversely, the implementation of MTSS can also serve to augment organizational learning capacity. Further research is required in order to ascertain the most appropriate governance mechanisms at the higher system levels that can support MTSS.
