摘要

According to statistics, by 2020, the number of people with low vision worldwide had exceeded 1 billion, and this number is still rising. This shows that people with low vision have become an important group that cannot be ignored in today's society. On the other hand, as Japan is located in the Pacific Ring of Fire, it experiences a higher frequency of natural disasters compared to other countries. Although the Japanese government has implemented many disaster prevention strategies to minimize civilian casualties during disasters, there are currently no special care measures for people with low vision, who are a vulnerable group. Therefore, this study believes it’s necessary to develop an evacuation care system to further ensure the safety of people with low vision during disasters.
