Integrating the Two: An Operational and Strategic Aspect

摘要

The bioaggression as a part of cohesive hybrid warfare, supported and implemented by secret warfare components and cyber endeavors may cause massive impact to the level of existential risk or, at the very least, Global Catastrophic Biorisk. As a deliberate objective, GCBRs may be effected in target populations by directly shooting with automatic firearms frangible ammunition dipped in or lined with infectious preparations, especially of highly transmissible agents. Massively introducing zoonoses to breed livestock and company animals, possibly through dog—and cat-food may also result in epidemics and massive disruptive effects in food safety and transportation, while cyberattacks may unsettle and disorganize response elements and procedures to the point of allowing a seasonal moderate outbreak to become a major epidemic with grave impact. As the control over different sectors passes to AI-enabled decision-making and is based on software-defined telecommunications, it is possible to apperceive and start responding to outbreaks, epidemics and pandemics that do not exist in the factual world but only in the virtual one, with huge indirect, disruptive effects accumulating in the near term and, in mid-term, thus discrediting the whole response establishment.
