Exploring Smart City Implementation and Hegemony: A Focus on Indonesia

This study is conducted to investigate Smart City discourseDiscourse analysis in Indonesia based on the hegemony theory of Antonio Gramsci. The intricate involvement of diverse stakeholders’ hegemonic influence within the discourseDiscourse and implementation of Smart City concepts as well as the consequential effects on the progression toward proficient and sustainable development are investigated. Therefore, this study examines the statements made by public officials, coupled with a thorough exploration of the interpretation and delineation of Smart City paradigm within a spectrum of legislative regulations. The integration of information and communication technology (ICT) into urban governance and its influence on the lives of urban residents is also explored. The significance extends to the indispensable insights into the multifaceted shaping of Smart City concept by diverse stakeholders. The results shows the emergence of novel modalities in urban management that transpire due to this process. By comprehending these intricate power dynamics, this study underscores the potential for various actors’ hegemonic inclinations to foster or impede the transition toward a more efficient and sustainable Smart City paradigm.
