A Megaproject Odyssey: The Case of the Turin-Lyon High-Speed Railway Line

This paper introduces the research program and the preliminary findings from a case study on the Turin-Lyon High-Speed Railway Line. This study is grounded in a comprehensive literature review, analysis of documentation, and semi-structured interviews. The objective of the authors is to explore and validate recent theories on stakeholder engagement, governance, and the feasibility of megaprojects through this case study. The Turin-Lyon project, with its plethora of challenges that have impeded its progress, serves as an ideal subject for examining these research topics. Moreover, the disparity in the occurrence of issues—predominantly on the Italian side, with scarcely any on the French side—offers a valuable comparative perspective to deepen our understanding of the findings. This paper will focus on the literature review and the initial outcomes of the research program.
