Autostrada Pedemontana Lombarda: A Project that Transforms Lombardy and the Design of Large Infrastructure Projects

This paper summarizes and investigates the Pedemontana Lombarda project that suggests an innovative approach, at a technological and cultural level, of the realization of a connecting infrastructure. Reference is made to the genesis and reasons of the work, to the complex financial management, to the critical issues related to procurement, contracting, and management, and to the economic and ecological sustainability aspects. Indeed, a project of this size and complexity requires that a variety of factors and possible complications are taken into account, but also, and above all, it involves important learnings during the work such as the importance of a governance that does not exclude any stakeholder and the courage to experiment new technologies and propose new ways of use to users, perhaps more expensive but certainly capable of ensuring greater safety.
