Active Mobility in Portugal: The Case of Lisbon

This chapter explores the role of active mobility, particularly non-motorised transportation such as walking and cycling, in urban policies. Active mobility is recognised for its potential to enhance physical health, reduce psychological stress, improve air quality, and mitigate the burden of chronic diseases. Additionally, it aligns with decarbonisation and energy independence objectives by reducing greenhouse gas emissions and dependency on fossil fuels. The case of Lisbon is examined, with a specific focus on cycling, within the context of its urban challenges. The chapter analyses the promotion of active mobility in Lisbon, highlighting initiatives such as cycle lane construction and the Gira bike-sharing system. While significant progress has been made, questions regarding equity in access and distribution of cycling infrastructure persist. Gender disparities in bike-sharing usage and geographical inequalities in infrastructure quality are explored, along with their implications for socioeconomic disparities. There is a need for comprehensive urban planning and policy measures to address these equity concerns and promote cycling as a viable mode of urban transportation.
