Multilayering Approach Towards Efficient Governance in Egypt

摘要

This chapter will explore and discuss the governance practices and problems in our current times. It will then focus on governance difficulties in the Egyptian context. Through study and practice, the authors find that a main complication hindering efficient management is the lack of integration and interrelation between available data sets. Different authorities regularly gather and update reports on the current urban conditions, water and sewage networks, employment and education rates, etc., yet the different aspects remain mostly separated. Through a hands-on study of El-Menya Governorate in Egypt, this chapter proposes a methodology for an integrated framework. This framework is based on the layering and overlapping of data from different sources related to different aspects of deprivation e.g. poverty, service provision, etc. The study proposes a methodology to identify and demarcate deprived areas using different census data sets and GIS mapping. This process will provide decision-makers with informative maps that identify priority intervention areas, thus giving them proper tools for efficient urban governance.
