Land Market Dynamics in Egypt

The land ownership process in Egypt lacks transparency, clarity, and due process, all of which are necessary for a functional real estate market economy. This chapter represents a stocktaking of land market features and legal and illegal frameworks governing land market dynamics, where land tenure and ownership typologies play a vital role. The objective is to identify critical issues and constraints that hinder the development of a functional land market in Egypt. The diagnoses here look at the land market as a complex system whose components are correlated and interact in an intricate pattern. The interconnection of land market forces, such as land ownership, demand and supply, delivery channels, land price, and market actors, is analysed using relational diagrams, where key drivers affecting market performance are highlighted and main leverage factors are derived. Features governing the informal land and housing markets and how they contribute to distorting the land market are, accordingly, depicted. It is found that a proper land information and registration process with secured land tenure and clear land rights would improve land market performance through efficient land administration and management systems. This, along with an effective pro-poor land policy, would generate and sustain needed resources for land and housing development.
