From the Social Construction of Risks to the Socio-technical Transition: Discussing Possibilities to Face Urban Floods in the SPMM

The chapter aims to address issues related to the social construction of risks, based on the concept of socio-technical transition, relating two emerging subjects discussed within Subgroup 2 of the MacroAmb Project—Territorialities, spatialities, and innovation in environmental governance (G2) from the perspective of the integration of concepts, research and laboratories (Territorial Planning Laboratory and Risk Management Laboratory). For this, central themes for the discussion are approached (its theoretical framework) in an articulated way and how these concepts are translated in the territory to promote practices aimed at adaptation and urban sustainability. In this way, actions are presented that seek to promote changes in practices whose reproduction perpetuates the status quo of unsustainable development of our cities.
