Adaptation to Climate Variability in the São Paulo Macrometropolis: A Debate from Climate Justice Perspective

This chapter aims to discuss the structuring conditions of the impacts of climate variability on vulnerable populations, who will be the most affected by climate change despite being the least contributors to the phenomenon. For this purpose, we analyze the Paulista Macrometropolis Action Plan (PAM) through a critical perspective from the Urban Political Ecology agenda and its critique of solutions that do not seek strong changes in facing the climate crisis. With this discussion, it was identified the challenges for adaptation actions in the territory of the SPMM toward fairer living conditions, which indicate that in the face of a climate emergency, adaptation planning must primarily seek to promote climate justice in territories.
