On the Diffusion of Knowledge of Foreign Languages in the USSR and the Status of Philological Education

To start with, a distinction must be drawn between two different types of foreign language proficiency. The first type, which is commonly accepted as a matter of course, is a reasonable level of spoken fluency in a given foreign language and with this the ability to read basic written texts (albeit not at the level of newspaper articles, scientific texts, or serious literary works).
