An Analysis of the Predatory Fishing Conflict During the Piracema Period Through the Graph Model

摘要

This paper presents an application of the graph model for conflict resolution aligned with the technique of option prioritizing in a conflict focused on the environmental context in Brazil. For the development of this study, two decision makers were considered, the fisherman and the government, with a total of four possible options to be taken by them. Moreover, for the fisherman, two different personality profiles (responsible and irresponsible) were considered in the conflict analysis. Particularly, this conflict portrays the issue of preservation of native species of aquatic environments during their reproductive period. In Brazil, this period is popularly known as the Piracema period, when the fisherman is supported by the public policy of the Unemployment Insurance for the Artisanal Fisherman. From the conflict analysis, some equilibrium states are suggested which highlight the importance of the intensification of inspection actions by the government.
