Road User-Oriented Asset Management: A Case Study

Road infrastructure assets facilitate transportation of people and goods. The assets deteriorate over time; hence, it is essential to monitor and assess the condition of road infrastructure assets so that timely intervention can be implemented to maintain high levels of service. Intriguingly, the convention for assessing road infrastructure assets seems to be derived from the narrowly focused practice of examining only the pavement condition. The ramifications of this legacy convention include suboptimal assessments and unsustainable interventions. For instance, the primary stakeholders, especially the road users, tend not to be actually involved in the decision-making process. The proposal here is for a user-oriented and service-based approach, within which the requirements and expectations of road users, as the primary stakeholders, are prioritized and included in the decision-making processes involved in road asset management. Given that the perceptions and priorities of stakeholders vary in different jurisdictions, this paper discusses the involvement of road users to assess the condition of road infrastructure in a case study jurisdiction.
